Personal Care Assistant (PCA)
1. Be 18 years of age or older.
2. Be employed by a PCA provider agency.
3. Initiate and clear a criminal background study and complete all trainings (PCA Certificate/ VAMR), TB testing/reliable transportation
4. Enroll with the DHS as a PCA once all employment criteria are met.

Assists with agency/members of the following:
1. Effectively communicate with the person and the PCA provider agency.
2. Be able to provide covered PCA services according to the person’s PCA care plan.
3. Respond appropriately to the person’s needs.
4. Report changes in the person’s condition to the qualified professional.
5. Maintain daily written records including, but not limited to, time sheets.
6. Complete training and orientation on the needs of the recipient.
7. Be supervised by the consumer or the qualified professional.

A personal care assistant may not be the:
• Paid legal guardian of an adult
• Legal guardian of a minor
• Parent or stepparent of a minor child recipient
• Recipient of PCA services
• Responsible party of a recipient
• Spouse of a recipient
A PCA is limited to providing and being paid for up to 275 hours per month of PCA regardless of the number of recipients being served or the number of PCA provider agencies enrolled with.

Qualified Professional (QP)
A professional providing training, supervision and evaluation of personal care assistance services and staff. A QP must be one of the following:
• Registered nurse as defined in Minn. Stat. §148.171 to 148.285
• Licensed social worker as defined in Minn. Stat. §148E.010 and Minn. Stat. §148E.055
• Mental health professional as defined in Minn. Stat. §245.462, subd.18, or Minn. Stat. §245.4871, subd. 27
• Qualified developmental disabilities specialist Minn. Stat. §245D.081, Subd 2(b).

Requirements:
• Clear a criminal background study before providing services
• Work for a PCA provider agency
• Complete required training within six months of hire
​
A QP must complete required training within six months of hire. The QP must repeat the required qualified professional training when switching PCA provider agencies more than 3 years after completing required training.
QPs employed by a Medicare-certified home health agency that is also a PCA provider agency are exempted from the training requirement.
​
QP services may only be delivered within the qualified professional’s professional scope of practice. The QP must be a registered nurse when the PCA is completing health-related tasks for the person or when the person is dependent on a ventilator.

Requires reliable transportation, as this job is to travel to and from client's house.
